There are a number of ways to ad keywords and meta tags in Joomla. The first is to set them site-wide in the global configuration area, where you set your site name. Next is in the individual articles, along the right-hand side, under the different tabs there. And some components, such as blog and comment components, may have their own area/way of inserting tags/meta data. Search Engine Friendly components may have the ability to over-ride the default set in Joomla's general configuration, and pull the needed info from the articles you post.
So, yes, you can set keywords and meta data in Joomla
