I would like to replicate the J1.6/ J.17 status tab which appears on the right-hand side of the Shape5 website.

How is that feature implemented? Is it a third-party module?

Could this functionality be implemented on  the Emma Smooth template?

Relatedly, how is the "Google Translate" tab implemented?

That is custom code that we added to our site. The css used was:

I'm sorry that's not available. There are several free modules for it though on extensions.joomla.org.
