I'm working on a site for a government agency and am looking for a template that has additional module positions at the very top, above the header, where I can add one or two more menus. Is there any Shape5 templates that do this, or is there a way to easily add module positions to the top? (And yes, I have looked at the "University" template, which I really like, but it doesn't offer this feature.)

Here's my reasoning: Government agencies, school districts, universities, and similar organizations usually have a hierarchal structure, such as University of Utah -> College of Engineering -> Department of Chemical Engineering. The University of Utah global menu would go at the top; the College of Engineering menu would be right below it; then the Chemical Department logo/header; then the Chemical Engineering menu below the header.

The same idea would work for a government agency or a school district.
