The component is called Reverse Auction, I believe it's still listed on extensions.joomla.org. We did highly customize it though.

We cannot provide that for you. We've customized it just for our site. The version we have is probably very out dated anyway.

Its all different and also you set the price for the project too and then coders bid on it.   So you set it for 500 and a coder may respond and say Ill do it for 400.
