Geocoded Banner Management

This is a request for an extension. I would love to have a banner management module/component that identifies the location of a visitor from their IP address and serves up banners/ads based on a distance from that location. eg. Only display banners advertising businesses within 5km of the visitor, within the same state as the visitor etc.
