You do not know how to create a drop-down list  in material or other css beatiful lists?

Are there any effects like slow opening?

Hello,

You would need an extension for something like that. You can add simple lists via HTML through an article but anything with animation effects is generally going to be an extension. You can find something you like on extensions.joomla.org

User permissions wouldn't have any effect on this. You would need an extension of some sort for this type of animation.

I am not sure where your going with this one? You need an extension to provide this functionality or use a simple HTML list.

but i don't have opportunity to add extension in Joomla,
can it be done by means of a template Vertex in Shape 5 such multibox and etc.?
