What file do I need to make this change or remove the banner alltogether.

This is just a Custom HTML module published to the custom_3 position. You can remove it or modify it via the Module Manager in the back end. Certainly, I was not thinking straight because I am not entirely new Joomla and should have figured this one our earlier.
