every time I am trying to give the 777 permission with cyberduck ftp or thru my hosting i am going in to the beck end of my joomla admin and the params.ini is unwritable! If you are having problems changing permissions I would contact your host about this. After I chmod the .ini file it will appear as writable in the administrator panel. If there are changes to the settings the file permissions will return to 555. I have adjusted the file permissions with both WS_FTP as well as directly through the cpanel/file manager. The result is the same. Edits to add: I can still modify the values in the page & it save with the permissions of 555/file flagged as nonwritable.
