In testing this patch for joomla and wordpress the patch for joomla works but the wordpress patch gives a white screen with the error /s5_forte/vertex/includes/classes/widget-response.class.php on line 18.

I did a fresh install of wordpress 4.7 with no plugins added.
Installed a fresh forte template and it worked.
After installing the patch I get the above error.

That error likely means that the patch was not installed correctly.  Here are the easiest instructions for how to install the patch:

To install the patch:

1. Download the Vertex Upgrade Patch (http://www.shape5.com/component/option,com_docman/Itemid,96/task,cat_view/gid,308/).
2. Back up your site (just in case).
3. Copy the vertex/footer.php from the theme folder to somewhere safe (you'll be putting it back after patching).
4. Delete the vertex folder from the theme (nothing else, that is the only thing to delete).
5. Extract the zip file containing the patch, and upload it to the theme folder through FTP, choosing "overwrite" if/when prompted.
6. Copy the footer.php file (from step 3) back into the vertex folder of the theme.

That's it. 

Or, to put it a different way:
1. Back up vertex/footer.php. 
2. Delete the vertex folder, then upload the extracted patch to the theme folder. 
3. Put the footer.php file back into the vertex folder of the theme.

4. IMPORTANT, The patch file will contain the following files:

a. Vertex/footer.php If you have modified your copyright information shown in the footer of your website you will need to modify this file again after you upload this new file.
b. Css/custom.css If your theme already contains a custom.css file in the css folder then remove this file before uploading. If the file does not exist on your site then upload the blank one from the patch file.

ok. I downloaded the vertex patch 4.1 and I didn't find any of these files in the patch. Is it a good patch? My vertex version is 4.0 running on wordpress, General commerce theme.

You have the correct patch, that was just old information for an older version of Vertex. I have updated the tutorial.

I installed the patch following the steps, but my wordpress Forte theme says that I still have the vertex 4.0.0 version.

When did you install the patch?  Your last post was back in February; there have been a lot of changes to the patch since then.  I just checked the patch download, and it has the right version number in it, so as long as you've installed the current version of the patch, everything should be correct.
