Isn't it an idea or option that one of the bottom rows or a custom one is full with standard in the templates? That way you can always use that position for full width purposes. Any of the row positions can be full width by doing this.

To get it full browser screen width that would have to be manually removed on whichever row you want it removed from. Look for that row and then remove this:
