Did you enable SEF URLs in your Joomla global configuration area?

There must be something wrong with either your Joomla install or your server configuration.  If you have enabled the SEF URLs in your global configuration of Joomla and they aren't being output then I'm not sure what to suggest besides reinstalling Joomla itself.  You can also check on the Joomla.org forum to see if there are any solutions regarding this.

I took a look at your site it appears have it working now or at least enabled.  Can you PM login info to your Joomla so I can confirm that its not a template issue?

When SEF enabled all CSS is stripped from site, tried previous post recommendation to add propertytaxone.com/templa/etc in index.php at all occurences but did not fix.

Open up the index.php file and look for:

:
"templates/

Replace it with the following, except insert your own site URL:

:
"http://www.yoursite.com/templates/
