I found a workaround with tinymce's capability to strip usemap and a sample of the usemap implementation is now available on my site.
Now, I wanted to implement the tooltip feature of the sienna template with this function of my site and I am obviously confused. 
Please help.

Hello,

Editors often strip custom code. You may need to turn your editor off when setting up the tooltip code and then turn it back on. Also, you can check the editor and the content article settings to make sure they aren't stripping any code as well.

thank you, however i have already managed handling my editor.  the real problem is how it is done.  How is the tooltip example in the sienna template applied within the usemap particularly in the area element.

You have to insert the html into the code editor of any article or custom html. The code needed is given on the tutorial:
