I've just started to look at the CommPortal template, which seems very promising for my second site where there will be a forum and information restricted for registered users.

But I would also like to have some open information (articles) accessible for everyone. Is there a way to control what is locked and what is not?

Hi, the only way to control articles is through user permissions. You can set articles to public for everyone to view or registered so that only members can view them. Anything other than that you would need to look for a third party component.
