How do I change the CSS padding, or style of <h2> and <h3> tagged content, in articles? Also, <a> tags don't really pop obviously off the screen in articles. How can I increase the boldness of an <a> tag so the user can see it more clearly?

You can add overrides in the custom.css targeting these elements. Here is an example:
a {
color: #ff0000 !important;}
