Why are installed templates defaulting to the owner of "nobody" while the default Joomla templates show correct ownership? Or how do I install time correctly to avoid this issue?

Hello,

A template does not control any of this, ownership is entirely handled by your server and it's settings. You would need to check with your host to see why files are defaulting to nobody. Typically anything installed through a php script is assigned to nobody because it wasn't uploaded by a specific user.
