Downloads and support for non-free products are only available to users with an active paid membership.  I am paid a percentage of the sales income for WP, nothing more; so providing support to users who don't have an active paid membership is essentially working for free.  While I didn't create the rule about paid membership being required, I definitely agree with it; I can't support my family if I don't get paid.
