I have the modules unpublished, but I can't seem to get rid of this.  It doesn't link to anywhere, but I want them gone.

Also, I just happen to notice that somehow our website has allowed for "users" to register even though there is no registering or loging in that I can find. 

I have deleted all "users".

Hello,

You can remove the login and register links at the bottom of the General template in the template configuration. Just remove the text for login and register and save the configuration. When they are saved blank they will not show.

All traces of any registering or login have been removed from the site, but somehow I keep developing new users registering.  What am I missing?

Hello,

All that is going to do is remove the links on the site. Registration is controlled through Joomla itself, not the template. You can turn off registration functions under Users/Manage/Options (button in right corner) in the backend of Joomla.
