Not sure why, but nothing I put into custom.css is rendering on the site.
Tried clearing the cache in my browser, via joomla, and at my hosting service.  no luck.

Hello,

The template would not control that, it only calls the custom.css file. Make sure your css is valid. If you want to see if it's cached load the actual url of the css file in your browser to see if it loads the correct content - if it doesn't then you have a cache issue on your site.

The site owner had a security service attached to the domain, which had its own caching.
